Enquiry into illegal appointments demanded

ITANAGAR, Jul 23:  ARTIAF vice chairman Mama Rigam and general secretary Buke Flago lodged an FIR with Itanagar Police Station against the then Parliamentary secretary, tourism and others for their alleged involvement in illegal appointments of tourism information officers (TIOs).    They demanded investigation into the illegal appointments and to bring the accused to book. The FIR stated that five posts of TIO was created vide notification No TOU (ESTT) 764/2008 Dt. August 18, 2009 and the posts were filled up within five days of its creation without following recruitment rules. The FIR also alleged illegal appointments in group D non ministerial posts also. Both the leader duo in a press release further demanded enquiry into the alleged 2000 illegal appointments in various departments in the state.

 

Golden jubilee

ITANAGAR, Jul 23: Govt Secondary School, Pobdi in West Siang district will celebrate Golden Jubilee this year.

In this connection, a meeting was organized by Paktu Ete Bango today at Bango Dere to chalk out programme for the celebration and fixed January 12, 2011 as tentative date of celebration.

A committee headed by Karge Ete as chairman has also been constituted for smooth celebration.

The meeting chaired by former minister Kento Ete was attended by Gaon Burahs, Social worker Jarjum Ete, and all the PR leaders of seven villages of Pobdi, Gune-Bene, Bene, Paya, Wakl Kugi Pomte and Kugi Pomse.

The school established in 1961 completes 50 years in 2011.

 

Impeachment denied

ITANAGAR, Jul 23: A day after the Arunachal Pradesh RTI Activist Forum (APRTIAF)president’s  statement regarding removal of its vice president Mama Rigam and general secretary Buke Flago for their alleged involvement in anti-Forum activities, both Rigam and Flago today opposed the impeachment  saying a chairman cannot impeach the executive members without prior knowledge of the executive body.

ARTIAF executive members in a meeting held here today unanimously opposed the impeachment made by Forum chairman without prior knowledge of executive members and conducting formal meeting, the leaders duo said. A chairman cannot impeach the executive member without two third majority of the house, the meeting observed.

ITANAGAR, Jul 23:  The members of E-Sector Indira Gandhi Park Forest Colony Welfare Committee have cleared the landslide at their colony in I G Park through social service today.  The landslide triggered by heavy rain  damaged the house of one Heba Tado on July 15 last, the committee  said.

 

AdiSU opposes appointments

ITANAGAR, Jul 23: Adi Students’ Union (AdiSU) reacted to news items that was published in this daily on July 22 regarding appointment of East Siang Adi Students’ unit executive members.

The AdiSU president said that the new union was formed without the knowledge of the Apex body.

AdiSU had earlier conducted a meeting regarding formation of district students union of Adi and passed a resolution that till the completion of present tenure of office bearers there shall not be AdiSU unit in East, Upper and West Siang districts.

The apex body opposed the new appointment made in respect of East Siang AdiSU unit and it will not entertain the same in any kind of union activities till the completion of present tenure, release added.

 

Improve capital road condition

ITANAGAR, Jul 23: All Arunachal Pradesh Abo-Tani Clans Youth Organization (AAPATCYO) has appealed to the PWD Minister Nabam Tuki to give directives to the department concerned for proper renovation of dilapidated road and construction of drainage system right from Banderdewa to Chimpu along the national highway.

Alleging poor performance of the department concerned, the Association said that the Capital complex, being the gateway of the state needs urgent attention for beautification and renovation of road infrastructure. It also appealed the minister for proper implementation of infrastructure development schemes under JNNURM in every sectors of the capital.

Meanwhile, the convener of the organization Bharat Bagang has been elevated to the rank of general secretary while Papang Gyamar has been appointed as women president of the organization.

 

AE passes away

PASIGHAT, July 23: Salek Aalee, 46, AE Power (Electrical) Division Pasighat breathed his last on 22nd July after prolonged illness, reports DIPRO.

Aalee joined as JE in 1994 and was promoted to AE in 1999.

He is survived by his wife, two sons and a daughter.

The SE Power, EE (Electrical) expressed shock over the premature demise of  Aalee and prayed for eternal peace of the departed soul. He also conveyed his deep condolence to the bereaved family. DIPRO

 

Missing child recovered

ITANAGAR: A team of police headed by Doimukh P.S. SI D D Bhuyan has recovered two-years-old child from the house of Nitul Das, Bhebeli village, Gogamukh, Assam recently. The team included IRBn constables S Prasad, D Tsering, M Thapa, Mai village GB Yab Bola and father of the girl child, Tana Pingi.  The child was missing from Chiputa village  for the last four months.

 

Hundreds benefited by Health Camp

KHONSA: District health Society, Khonsa organized a health camp at Kolam village in Lazu circle yesterday to mark the conclusion of ‘World Population Fortnight’ observation today.

The camp gave emphasis on immunization to children and pregnant mothers, family planning and IEC. Free medical check up and slide collection were also done.

Dr.K.Perme, DRCH, expressed gratitude to village chief Wangre Lowang and Banhang Hangsik FTD holder for arranging the crowd.

 

Pranab inauguratesISI’s NE centre

Guwahati: Union Finance Minister Pranab Mukherjee today inaugurated the fourth centre of the Indian Statistical Institute (ISI) at Tezpur in northern Assam’s Sonitpur district.

This will be the first such Institute in the entire North-East.

Inaugurating the NE centre, Mukherjee, who is also the chairman of the ISI, hoped that it will help in training people for better economic planning and development. UNI

No change in leadership: AICC

ITANAGAR, Jul 23: In the bizarre turn of events which led to the State Capital being emptied of its entire ruling party legislators because of a widely circulated rumour of a change in leadership, CWC and Congress Party Incharge Dr (Col) Dhaniram Shandil speaking to this daily said “there is no crisis  in the Congress Party in the state and everything is well. They had come here for advice”.

He did not specify what kind of advice they sought.

Rubbishing the stories that there was a threat to the Chief Ministership of Jarbom Gamlin, he said that the party high command has made it extremely clear that there will be no change of leadership and that Chief Minister Jarbom Gamlin would continue to lead the state.

Dr Shandil rather called upon all the legislators to work unitedly and contribute positively to the development process in the state. Citing that legislators should remain in the state and work for its people, Shandil denied any rift within the party.

This series of development began with widely circulated rumour that the leadership of Gamlin was contested by APCC president and PWD and UD Minister Nabum Tuki and rush of the legislators to Delhi reminded one of the show of strength parade that are so intrinsic to the Congress functioning.  

Many names also cropped up as possible contenders.

The exodus of people’s representatives from the capital, as it battled devastation due to landslide led to a period of near total uncertainty and administrative break down with people having no idea where its government was going. Rumour mills worked overtime and people were left with conflicting figures to wonder at in the number game.

This situation of confusion of leadership in the Congress party speaks very negatively of a government which prides itself as People’s First government. In this entire series of events, the people were the last on anyone’s mind and they were left to fend for themselves as nature’s fury struck at many places in the state.

The Congress party will really need to rethink its Arunachal strategy if it has to be taken seriously at all in the next elections.

 

Stapled visas: India upset with China

NEW DELHI, Jul 23:  India on Saturday expressed unhappiness over the issuance of stapled visas by China to five sportspersons from Arunachal Pradesh although the issue appeared to have been resolved some months ago.

"We are still searching for a de-stapler. We are obviously not amused by the fact that they continue to issue stapled visas for our nationals," government sources said here adding that they were constantly in touch with Chinese authorities on the issue.

Recently, the Chinese embassy here issued stapled visas to five karate players from Arunachal Pradesh, a step that ensured that they could not take part in an international championship in China as these documents were not valid for travel.

The action by China came close on the heels of the claims made by officials here that the issue has been resolved and was also reflected in the resumption of the Indo-China defence exchanges.

The five-member Arunachal team were a part of 50 member Indian sports delegation which was to take part in the 11th Asian Karate-do Championship at Quanghou City from July 20 to 25.

In the case of Arunachal Pradesh, visas were never issued till early this year as China claims the whole of the Arunachal as its own and now has issued stapled visas to the residents of the state.

Issuance of stapled visas by China to the residents of Jammu and Kashmir and Arunachal Pradesh has been a sticky issue between the two countries with India terming the action as "unacceptable".

Needling India, China started issuing stapled visas to people from Jammu and Kashmir from later part of 2008 in an apparent attempt to project it as a disputed area.

 

Mize takes over FGA

Itanagar, Jul 23: Nalong Mize took charge as the Executive Director of Future Generations Arunachal (FGA) today.

Dr. Tage Kanno, who relinquished the charges, will continue to be in-charge of the PPP project and independently manage the Primary Health Centers under the project with the Government of Arunachal Pradesh.

Byabang Rocket, Chairman, Master Coordinating Committee expressed the hope that FGA will be stronger under Nalong Mize’s leadership.

Rocket urged him to strengthen the organization and work towards expanding its program to all parts of Arunachal Pradesh.

Dr. Kanno congratulated Mize and said that this is a positive development. He hoped that the vision and the mission of the organization will continue to guide the team.

Mize thanked the board for giving him the opportunity to lead FGA and solicited everybody’s cooperation in carrying out the works of the organization.

FGA was founded in 1997 with a vision to bring about a sustainable and equitable change in Arunachal Pradesh using a methodology called SEED-SCALE. Various projects have been successfully conducted by FGA, prominent among them being capacity-building of elected Panchayat leaders in Arunachal Pradesh in a project supported by Stranahan Foundation, development of community-based development plan for Ziro supported by UNDP SGP GEF and CEE, training of villagers on water quality monitoring in East Siang district as a part of the NRDWQM&SP of PHE department.  More recently, a wildlife survey in Talle Wildlife Sanctuary has been concluded. Prominent ongoing projects include the Best Practices project in Yazali-Yachuli, Koyu-Korang and Mechuka, in which the women are taught to take locally relevant actions to improve their lives. Another ongoing project on promotion of community-based tourism has resulted in introduction of home-stay concept at Ziro.  

In addition, FGA has been successfully managing the PHC at Sille in East Siang district under the PPP project. More recently, two more PHCs – Deed-Neelam in Lower Subansiri and Thrizino in West Kameng too have been approved by the government for management by FGA under the same project.

 

Arunachal Pradesh office procedure manual to ensure administrative efficiency

ITANAGAR, Jul 23: The second edition of Manual of Office Procedure was published in the year 1969. The third edition was released by S. C. Vaish, the then Chief Secretary to the Government of Arunachal Pradesh on 14th October, 1985. The Union Territory of Arunachal Pradesh was declared full fledged state under the State of Arunachal Pradesh Act, 1986 (Act No.69 of 1986) which received the assent of the President on 24th December, 1986. There have been many procedural revisions necessitating the formulation of a fresh Manual.

This Manual is a compendium of common sense rules to guide the Administration. It is meant primarily for the use in the Departments of the Arunachal Pradesh Secretariat. The scope of the Manual is confined chiefly to items of office procedure. New provisions have been inserted in the light of the instructions issued by the Government of India and the Government of Arunachal Pradesh regarding maintenance of records in the personal offices of the ministers, procedures for transfer of records/ equipment when ministers demit office, procedure on records management, appointment of records officer, oral instructions on behalf of or from the senior officers/Ministers, correspondence with MPs/MLAs, procedure on handing over charge, external inspection, Arunachal Pradesh Right to Information Rules, 2005, good governance etc. Certain provisions of the old Manual have been omitted as these have since become out-dated. An attempt had been made to make the revised edition concise, clear and handy.

The underlying object of the Manual is to ensure administrative efficiency. With the increase in Government activities, the need for maintaining efficiency has become all the more pressing as the nature of the tasks to be performed is more arduous than in the past. One of the basic reasons for the delay in disposal of office work is the number of hierarchical levels through which a file has to pass before a decision is taken. These hierarchical levels, wherever feasible, must be reduced to ensure speedy disposal. This can be secured through effective decentralization and level jumping.       

The Administration is not an end in itself. Its primary concern is the satisfaction of its citizens. A citizen judges the performances of the Administration by what he experiences. The Administration has, therefore, to be transparent, responsive and accountable to the needs and aspiration of the citizens. At the same time, the Administration has to exercise utmost care in its management of public funds and public property since the Administration is the repository of the public trust.

The fourth edition of the Manual of Office Procedure has been dedicated to its employees by Tabom Bam, the Chief Secretary, Arunachal Pradesh Government in the Silver Jubilee statehood on 20th February, 2011.

While dedicating the Arunachal Pradesh Manual of Office Procedure to its employees, Huzar Lollen, secretary of administrative reforms, Govt of Arunachal, on behalf of the Chief Secretary, acknowledged the hard work and pain taken by the officers and officials of the Department of Administrative Reforms.

The Arunachal Pradesh Manual of Office Procedure is being distributed to all the ministries, Departments, offices and organisations for their ready reference and guidance in carrying out their jobs in true and proper manner.

 

Minister urged to regularize SSA contractual staff

ITANAGAR, Jul 23: Arunachal Pradesh SSA Contractual Employees’ Association (APSSACEA) has appealed to the state Govt for regularization of the contractual staffs working under SSA for last 6-7 years and inclusion of the proposal in Annual Operation Plan (AoP) 2011-12.

Reiterating its earlier memorandum submitted on  January 11 and  June 25 last, the Association in a fresh memorandum to the state Education Minister further appealed him for appointment of single director for both the SSA and Elementary Education department as both the departments are  functioning for the same purpose.

It also urged the state Govt to release the proposed salary to all the SSA contractual employees (teaching and non-teaching staff) which has already been approved by the Planning Approval Board of the Central Govt.

Raising objection to the appointment made under Finance and Accounts branch of SSA Rajya Mission, Itanagar,   the Association alleged that the finance controller of the state unit has been appointed without considering the requisite qualification. It demanded fresh appointment as per norms.

There should be clear cut policy on deputation, the memorandum said and appealed to the state Govt for immediate release of its 10 per cent matching share in order to implement the time-bound programme smoothly in the state.

 

DSC, CCSCA win in Tiger 7 soccer tourney

ITANAGAR, Jul 23: Dari Sports Club (DSC) and Capital Complex Sports Club A (CCSCA) won their respective match against Model Sports Club (MSC) and Zing Urban United in the second state level Tiger 7 soccer tournament at Rajiv Gandhi stadium, Naharlagun, today.

Dari Sports Club (DSC) pipped Model Sports Club 1-0 with goal from Tame Logun while CCSC ‘A’ beat ZUFC 2-1. Kago Chama and Tagio Raju scored a goal each for CCSC while Ojing Jerang scored the lone goal for ZUFC.

Workshop on sustainable sanitation at Koloriang

KOLORIANG, Jul 23: Sanitation in villages in India has always been an issue of concern. With no such thing as a washroom or a water tank, the story of villages in Arunachal Pradesh is no different.

In an effort to create awareness about the need for proper sanitation,  the district level workshop on sustainable sanitation and management  drinking water, quality monitoring system vis-à-vis Panchayati Raj Institutions was conducted at Koloriang yesterday by the Communication and Capacity Development Unit, (CCDU), being implemented by PHE and WS department.

Tomi Ete, secretary PHE and WS, in his address emphasized the importance of total sanitation in the villages like construction of latrine in individual households and schools.

He urged PRI members to actively participate in managing quality drinking water supply in the village and asked them to levy minimal amount to consumer for effective monitoring and maintenance. He informed that the government has sanctioned Rs. 4.9 crore for augmenting water supply in the Koloriang township.

A. N. Singh, director CCDU spoke about the facilities and assistance that can be availed from his organization and asked PRI members to constitute Village water and sanitation committee, which could act as the imposing and monitoring authority in regulating good quality water supply in the villages.

Commenting on the prevailing water and sanitation problem in the district, Kurung Kumey Deputy Commissioner, Rajeev Takuk advocated for convergence of all the central and state government schemes for a comprehensive and realistic implementation.

Such workshops will go a long way in maintaining the basic hygiene of the individual as well as of the entire area. DIPR

 

Miss Beauty of Arunachal contestants visit Sports Academy

ITANAGAR, Jul 23: Altogether 13 contestants along with the organizers of Miss Beauty of Arunachal -2011, Season II today visited to Sangay Lhaden Sports Academy, Chimpu today to learn tips on how to nurture healthy body and mind through apt exercises.  

Besides learning healthy exercise tips from the sports authority, the 13 beauties also exposed their self-assurance through the mock presentation/introduction round.

Attending the programme, Sports Authority of Arunachal Chairman Tungri Effa encouraged the participants to carry air of confidence during the competition and not to be bogged down from stage fright. Tungri Effa negated the common notion that female are ‘weaker sex’ and delineated them as powerhouse of strength and perseverance. He opined that through such beauty competition, the young participants can create a niche for themselves in the male dominated society.

Dr Jorama Ana Tana representing Arunodaya Society (organizer of this beauty pageant) stated that beauty contest is a humble way to encourage the girls to shed their inhibitions and to prove their intelligence through the platform which would work as catalyst for women empowerment in the longer run.

Sports and Youth Affairs Director D K Dinglow also enthused confidence into the participants with motivating speech.

Beside host of officials from Sangay Lhaden Academy and Directorate of Youth Affairs, the programme was attended by Assistant Director (S &YA) Tadar Apa and Arunodaya Society President Bina Talla Joram. Altogether 15 participants from various districts are vying for the Miss Beauty of Arunachal -2011 for which they are sweating it out in the rehearsal since July 15 last.  The grand finale will be held at Nyikum Niya Hall, Nirjuli on July 30 next.

The title winner is slated to bag 1 lac cash, runner up Rs 60,000 and 1st runner up  Rs 30,000 respectively. Besides, there are 8 individual titles worth Rs 10,000 each.

 

World Population Day observed

PASIGHAT, Jul 23: The District Health Society observed the World Population Day themed “Small Family--Overall Development”,  at Ruksin, 33 km away from here on Friday sponsored by National Rural Heath Mission.

Inaugurating the programme, Deputy Commissioner (in-charge) -cum-chairman District Health Society (DHS) S.C Debnath spoke about the various effects of population growth such as unemployment, global warming, demographic and socio-economic changes etc.

Families having many members were considered as powerful in the past. However, it is not appreciable in modern day society, he said.

He informed about various facilities provided by state government for maintenance of health and population control.

Later, the DC, accompanied by DMO, doctors and leaders, visited the Ruksin Community Health Center.

Earlier, the DMO-cum-Member Secretary (DHS) Dr. Taloh appealed intellectuals and literate fraternities to spread awareness on population control measures and other issues like maternal health, poverty, etc through letter and SMS.

Dr. M Perme, Executive Officer, said that health service related to family planning will be provided as per the choice of the couples.

To mark the occasion, a rally was taken out from SDO office which was participated by DC i/c , DMO, DRCHO, SDPO, OC, BDO, Health workers, ZPM, PRI leaders, officers, leaders, shopkeepers and general public to create awareness about the impact of population growth and its implication in the society.
